- Provides leadership and coordination for strategic planning, institutional research, institutional effectiveness and evaluation, quality assurance, and grants development.
- Provides strategic leadership in alignment with the College’s Mission, Vision, and Core Values, furthering Goals and Strategic Initiatives.
- Serves as a member of the President's Senior Leadership Team
- Functions as secretariat to the Committees, overseeing College-wide participatory governance structure and activities.
- Leads the completion of the biennial governance survey.
- Participates in standing committees and working groups as assigned by the President.
- Represents the college on boards and with external agencies as assigned by the President.
- Ensures that personnel under the Department actively participate in standing committees and working groups when assigned.
- Promotes the colleg's values (Commitment, Excellence, Learner-centeredness, Professionalism, Teamwork and Respect) in his/her working relations with other faculty, staff, and students of the college.
- Coordinates with the VP for Innovation and Sustainability (VPIS) on the development of the College's budget and supporting evidence, ensuring alignment with its Integrated Educational Master Plan and institutional priorities.
- Ensures that the College integrates and links planning, evaluation and resource allocation in alignment with its vision, mission, values, and goals.
- Coordinates grant related activities of the College to seek additional funding to support implementation of its strategic plan.
- Develops annual implementation plans for the office of the VPIEQA and oversees development of plans for OIE, CMO, WDO and ITO.
- Oversees the operations of OIE, CMO, WDO and ITO, including the budget, reports, annual assessment, program review and the staff supervision and evaluation.
- Leads the development of the Annual Institutional Research Plan.
- Leads the design and conducts research that supports decision-making related to the College's mission, planning and budget process. This may include accreditation, enrollment forecasting, evaluation of institutional effectiveness, classroom assessment, student success and retention, community characteristics, program development, projects, marketing, policies, state and federal reporting, and other related areas.
- Promotes the development of an evidence-based, decision-making culture for the College.

- Provides effective leadership in fostering a culture of institutional effectiveness, research, planning, assessment, evidence-based decision-making, and quality assurance.
- Provides oversight to ensure that all College departments, both instructional and administrative, complete their required annual assessments, including Student Learning Outcomes (SLOs) for instructional units and performance or operational assessments for administrative units.
- Promotes assessment of SLOs to evaluate the effectiveness of student learning.
- Provides leadership in the planning, development, and implementation of the College's Integrated Educational Master Plan and Strategic Plan, serving as the primary contact for its annual review, annual goal development, data collection, and dissemination of strategic planning information to internal and external stakeholders.
- Provides leadership and oversight functions and activities related to grant development, research, and planning.
- Manages and supervises staff, resources and operational processes within areas of responsibility.
- Coordinates activities to ensure compliance with performance measures.
- Coordinates the implementation of data collection methodologies to assess the College's effectiveness and student achievement, documents performance and provides context for the College's initiatives and planning processes.
- Exercises fiduciary responsibility, ensuring prudent management of all resources within his/her purview.
- Provides oversight to ensure that all areas of responsibility function effectively and efficiently while complying with College policies and procedures.
- Trains, supervises, and evaluates employees in accordance with negotiated agreements and applicable College policies and procedures.
- Promotes a safe, bias-free and respectful workspace that values diversity and difference.
- Engages in and promotes decision-making, input, open communication and inclusive input.
- Provides oversight and management of Institutional Student Learning Outcomes (ISLOs) assessment across all departments and campus sites. Plans, implements and leads system-wide assessment activities; complies and analyzes data; prepares reports in collaboration with appropriate units, divisions, and offices; facilitates dialogue among stakeholders to formulate recommendations for improving student learning and academic quality; and studies correlations between ISLO data and other institutional metrics to inform decision-making.
- Provides oversight and management of administrative unit assessments across all departments and campus sites. Facilitates dialogue among college units to analyze findings and implement recommendations to improve institutional effectiveness.
- Provides accurate and timely data to inform instructional (academic) and administrative program reviews and support evidence-based, decision-making.
- Facilitates the use of institutional assessment data in College planning and decision-making by effectively communicating assessment and evaluation results, fostering a shared understanding of the College's strengths and areas for improvement, and supporting the establishment of appropriate institutional priorities.
- Leads the Assessment Committee.
- Provides leadership, coordination, and guidance for a broad range of planning, research, evaluation, and assessment processes, supporting continuous improvement across the College's instructional (academic) and administrative functions.
- Provides leadership in cultivating a "culture of assessment and evidence," coordinating institutional administration, and overseeing data analysis and management.
- Provides leadership in the development, implementation, and maintenance program reviews for administrative units (e. g. student and learning support, and other non-academic units).
- Works with the College's Curriculum Committee to plan, coordinate, and oversee institutional assessment projects, ensuring alignment with academic goals and standards.
- Employs techniques and strategies towards enhancing College communications.
- Promotes effective communication across the campus community regarding data needs and processes for conducting meaningful instructional and institutional assessments.
- Promotes and monitors continuous improvement for oneself and across all offices and functions of the IEQA Department.
- Demonstrates flexibility and adaptability in response to changing job requirements and fluctuations in work volume.
- Delivers work that is thorough, accurate, and consistently meeting required formatting and quality standards.
- Evaluates programs and services to ensure compliance with accreditation standards.
- Effectively communicates information clearly and concisely while maintaining discretion with confidential materials.

Master's degree in a relevant discipline from a US-accredited college or university. Foreign credentials must be evaluated and equated to US standards through World Education Services at http://www.wes.org. Must have at least five years of direct experience managing an organization of comparable size and complexities to COM-FSM. Demonstrated successful experience in leading changes in a complex organization. Evidence of ability and successful experience in leading both short-term and long-term projects, including: institutional and organizational strategic planning, budget development and oversight, development and assessment of SLOs, instructional research and assessment, accreditation process, research, grants writing, and management, and policy development and implementation. Excellent written, verbal, and public speaking skills, with proven experience communicating effectively in professional and public settings.
